Abstract
These materials present the problems of coexistence of two forms of education of children with special educational needs in Ukraine - special education and inclusive. Attention is focused on the unsuitability of approaches to a comprehensive psychological and pedagogical assessment of the development of children for special education. The author suggests ways to ensure the equal functioning of special and inclusive forms of education.
