Abstract
The article examines the factors influencing the formation of general principles of management of a vocational (vocational-technical) education institution in the context of public-private partnership. Based on the research, a number of general principles of management are proposed that ensure effective and efficient management of an educational institution in the context of the implementation of public-private partnership projects. The author notes that the expediency of studying the issue of public-private partnership is due to the importance of this institution in the context of sustainable development of the country, active processes of reform, optimization, modernization and restructuring of the vocational (vocational-technical) education system. The proposed general principles of management are determined on the basis of the essence, nature, laws, laws and principles of public-private partnership, laws and principles of management of an educational institution and the essence of public- private partnership in the field of vocational (vocational-technical) education. The author defines and substantiates the general principles of management of a vocational (vocational-technical) education institution in the context of public- private partnership. These are the principles of: scientificity, systematicity, integrity of the management system, purposefulness, optimality, efficiency, planning, legal protection of management decisions, mutual coordination in decision-making, hierarchy, division of labor, flexibility. For effective work in the conditions of public-private partnership, it is advisable to apply other groups of management principles to the management system of a vocational (vocational) education institution, such as: organizational, principles for the formation and development of managerial competencies and other groups of principles that will correspond to the specifics of the management of a particular educational institution in the conditions of public-private partnership. Such principles should be based on an objective analysis of the cooperation of partners to achieve a common goal - the preparation of high-quality potential of employees for the labor market in accordance with its requirements and characteristics, socio-economic situation. The proposed general principles are determined by the laws and laws of the functioning of a vocational (vocational) education institution and private organizational systems (business structures, private enterprises). General management principles ensure that the educational institution performs high-quality and effective activities and comprehensively implements the functions assigned to the public-private partnership.
