Abstract

Theses call for the minimization of bureaucracy to a level sufficient to serve civil society rather than the small number of people who benefit from bureaucracy. Citizens of Ukraine are urged to preserve their identity in cooperation with foreign partners, learning their language and adapting to their requirements for cooperation. It is said that Ukraine is better digitized compared to Europe, which means less bureaucracy. It is shown how the state can attract its citizens to return from abroad.
