Abstract
The article substantiates modern approaches to the organisation of a system of continuous environmental education and upbringing in the educational environment at different levels - from preschool education to lifelong learning. The features of the formation of environmental competence of students of preschool, general secondary, out-of-school and higher education institutions, which are the basis of the system of continuous environmental education and upbringing, are identified and characterised. The continuity of environmental education at different levels of education is outlined. The following modern approaches to environmental education and upbringing are identified and substantiated: integration into educational programmes and disciplines, introduction of project and problem-based learning, creation of a natural educational environment, use of information technology, regionalism, formation of values, and environmentally responsible citizenship. The features, principles of implementation and competences that are formed during the educational process, which are appropriate for the training of future teachers, are highlighted. The necessity of implementing the following prospects for the development of the system of continuing education and upbringing in Ukraine is proved: improvement of teacher training programmes; development of partnerships, cooperation with public and international organisations; implementation of national programmes; increasing the role of non-formal education; expansion of environmental content in the media and social networks. It is determined that the effective organisation of the system of continuous environmental education and upbringing requires support at the state level. It is proved that the system of lifelong environmental education and upbringing is one of the main tools for the formation of a responsible society capable of responding to modern environmental challenges.
