Abstract
The purpose of the article is based on the analysis of the legislative acts, regulatory documents, scientific literature and modern practice of forming an inclusive infrastructure of higher education institutions to identify the main approaches and trends in the implementation of this process in the European and Ukrainian space of higher education, using a comparative analysis to formulate recommendations for the restoration and development of an inclusive infrastructure of domestic universities. Methodology. The methodological basis of the study is the Concept of Social Inclusion (United Nations) and the Concept of Inclusive Infrastructure (Global Infrastructure Hub). The main research methods: the analysis of the scientific literature, legislative acts, regulatory documents; observation and study of modern practice of forming an inclusive infrastructure in higher education institutions of Ukraine and the European Economic Area; comparison, generalization, systematization of theoretical and empirical data; terminological analysis, content-analysis. Scientific novelty. Based on the analysis and generalization of the European and Ukrainian legislative acts, regulatory documents related to the development of an inclusive infrastructure and ensuring barrier-free access to education, the essence of this infrastructure as a component of the integral infrastructure of the university has been clarified and its importance in achieving barrier-free access to higher education of different categories of applicants has been substantiated. Conclusions. An inclusive infrastructure of the university is the infrastructure, designed for the applicants for higher education to achieve the expected educational results and to expand their opportunities to fully participate in educational and extracurricular activities and university life, realizing their personal and professional potentials. An inclusive infrastructure is a component of a higher education institution infrastructure in general. It is related to its social, educational, research, innovation and other infrastructures and aimed at ensuring physical, informational, digital, social and civil, as well as educational barrier-free access to higher education.. The problem of the inclusive infrastructure development of the Ukrainian higher education is studied in the European space of higher education in the context of support and post-war reconstruction of Ukraine, and in Ukraine – in the context of social inclusion of veterans, temporarily displaced persons, residents of temporarily occupied territories, persons with disabilities and representatives of low-mobility groups; creation of socially friendly environment of universities, construction of «smart cities»; ensuring barrier-free education and creating a safe educational environment. The development of an inclusive infrastructure in higher education institutions involves: creation of support centers for students with special educational needs; ensuring the accessibility of the entire infrastructure of the educational environment; individualization of the educational process for the persons with special educational needs, in particular by providing them with additional services. The implementation of these measures will contribute to ensuring equal access of citizens of Ukraine of various social categories to higher education and its real barrier-freeness.
