Abstract

The article attempts, at least in general terms, to characterize the current state of education of persons with special needs, outline the range of challenges and single out problematic issues related to ensuring its effective functioning both in wartime and in peacetime. In particular, quite a lot of information and recommendations on the organization of children's education have been provided, in h. with special educational needs who, in connection with military operations, were forced to leave their place of residence both on the territory of Ukraine and beyond its borders. It is about the conditions for ensuring the continuity of education during martial law, the peculiarities of students with special needs mastering two educational programs, the individual form of their education, the specifics of evaluating the results of education and the procedure for enrolling such students after returning to the institutions where they studied before the forced displacement. Information on the implementation of inclusive education on the territory of Ukraine and, in particular, the analysis of the changes made to the Procedure for the organization of inclusive education in general secondary education institutions in connection with the introduction of martial law on the territory of Ukraine is also important. The article briefly characterizes the difficulties associated with the widespread introduction of distance education for persons with special educational needs and the provision of their psychological-pedagogical and correctional-developmental support in the conditions of martial law. A number of problems inherent in peacetime are considered. Thus, in particular, attention is focused on the need to introduce an individual approach and person-oriented education in general into the activities of special and inclusive educational institutions, which is extremely necessary both in peacetime and in current conditions, as well as specialized education, the conceptual foundations of which are reflected in the regulations New Ukrainian school. A range of other specific problems in the field of education of persons with special needs, the solution of which was and remains relevant for its effective functioning, is outlined. It is noted that the solution of all existing complex problems and urgent issues is possible only with close coordination and joint efforts of relevant ministries and departments, scientific institutions, institutions of higher pedagogical education and institutions of the post-graduate pedagogical education system, representatives of public organizations, and the parent community.
