Abstract

The author of the article reveals the concept of “national values”, which has an extremely utilitarian meaning for the modern system of world order, defines the geopolitical aspirations of the state, determining the system of social order, influencing the determination of the civilizational path of development. According to the author, this category is the most protected object of the entire set of state legal means, mechanisms and instruments, which the state not only protects as national values, but also defines them as a guideline for social and civilizational development, which turns them into a factor in the development of self-awareness of the entire nation or the entire society. Such utilitarianism means an increased level of public interest in the process of determining national values. The article emphasizes the theoretical and methodological search for the essence of national values as an object of state policy, which were studied by the author earlier. However, to understand the mechanism of their influence on the very policy of the state, on the self-perception and self-determination of the nation, the author examines the general, fundamental principles and requirements for the process of formation and implementation of state mechanisms for their protection. Objectively, such mechanisms will be different depending on the socio-political structure of the state, its socio-economic formation and even the ethnocultural and religious space. For modern Ukraine, it is extremely important to unlock additional potential for the formation of state policy for the protection of national values, which is possible through studying and understanding the essence of the relevant mechanisms used in foreign countries. After all, the state recognizes national values as the central element of the entire process of state creation. This process should not be complicated and understood as a “chain reaction”. The essence of the state policy of protecting national values lies in the concept of ensuring national security, where such values are the most protected interest of the state. Accordingly, all further power and management tools and mechanisms for their protection are formed in the same way as mechanisms for ensuring national security.
