Abstract

The article is devoted to the professionalization of public servants as one of the areas of protection of national values in public administration. The concept of the article is the formation and selection of highly professional managers in the field of public service who are able to perform their functions efficiently and effectively, which is an indicator of the protection of national values in Ukraine. Therefore, it is important to form professional teams from among public servants that will ensure a high level of public administration in Ukraine, including human resources management. The authors of the article emphasized the components that prompted consideration of the issue of professionalization of public servants. One of the main components is Ukraine's integration into the European Community, which requires public servants to have constant professional development in the conditions of transformational changes, challenges, the transition to democratic governance, the development of market relations and competition. After all, the current state of professionalization of public servants does not in all parameters meet the modern requirements of public service, and as a result - manifestations of collusion, sabotage among employees of government agencies in the conditions of a large-scale war, especially during the occupation of the territories of Zaporizhzhya, Luhansk, Kyiv, Donetsk, Kharkiv, Chernihiv, Sumy and Kherson regions. The second component of the study is the inconsistency of knowledge of the theory of public administration, human resources management, psychology of team management, public law and public finance, strategic management, etc., which are demonstrated by the winners of the competitive selection of candidates for the positions of civil servants in practical activities in the authorities. Such a trend can be observed at the local level, when competitive selections were not held during the pandemic for a long time, and recruitment was carried out on the basis of concluding contracts. The third component is the need to improve the professional orientation of young people for career growth in the public service by training masters in educational-professional and educational-scientific programs in specialty 281 "Public management and administration". The need to solve issues and eliminate their negative manifestations caused the need to research the stated topic in the field of public management and administration.
