Abstract
The monograph substantiates that the state-public management of education and institutions of general secondary education is the main vector of democratization of the state educational policy; the theoretical and methodological principles are presented, the problems and features of state-public management of institutions of general secondary education on the basis of subject partnership interaction are outlined; the essence, typical features, content and features of object-partner interaction are highlighted and the expediency of its implementation in the system of state-public administration as an innovation is proved; the results of the research on public-private partnership interaction as a condition for success are presented; psychological aspects of pedagogy of partnership interaction of subjects of state and public management of institutions of general secondary education; creativity as the main resource of state and public administration: as a key competence and an integral result of the quality of the management process in the educational sphere; the conceptual prognostic model and sub-models of the developed system of state-public management of institutions of general secondary education on the basis of subjectpartner interaction in conditions of decentralization are presented. The monograph is intended for scientists, heads of educational institutions, teaching staff, managers of various hierarchical levels of management, civil servants and representatives of united territorial communities, teachers of post-graduate education institutions and public institutions whose activities are related to the management of general secondary education; students, doctoral and post-graduate students, who research the problems of education management and its reformation on an innovative basis.
