Abstract
The article highlights the approaches to the implementation of the state educational policy as a socio-political phenomenon in the context of decentralization based on the analysis of ideas, views, positions of foreign and domestic scholars; the essence of the concept of "state educational policy" and the characteristics of this phenomenon are defined. It is found that the main priorities of the education policy, which are defined in the legislation on science and education, regulations, are: improving the quality and efficiency of education and training; access to education for all (equality and social justice); providing necessary and sufficient funding; increasing the efficiency and transparency of the use of funds; strengthening ties with the innovative knowledge economy and the labor market. The author outlines the main tasks and indicators of the democratic educational policy of the State in the context of decentralization and territorial-administrative reform, its focus on combining and balancing the interests of the individual, community, society, State, political expediency, the priority of which is to exercise control and self-control, analysis and self-analysis, assessment and self-assessment of the development of educational institutions and each participant in the educational process. It is substantiated that the importance and role of democratic politics is increasing due to the existing trends of decentralization, which are characterized by the process of delegation and transfer of some powers and functions from higher levels of government to lower levels (from central executive authorities to local governments and regional executive authorities), which occurs as the complexity of management systems increases; the range of powers expands; the development of autonomy and self-government of educational institutions, and in a broad sense – democracy and transparency of central government on the basis of legally defined fundamental principles, obligations, criteria, priority areas and parameters.
