Abstract
The ideas of leadership-based management of higher education are gaining popularity among the academic community in Ukraine. The Kingdom of the Netherlands, an ally and partner of Ukraine, comprehensively develops the idea of leadership, which is reflected in national educational policies and research by Dutch scholars. It has been found that educational management in the Netherlands has evolved from a hierarchical model to one based on team leadership approaches. One of the leading concepts is leadership-service, which helps to maximize the talents of students for the benefit of Dutch society and solve urgent community problems. A detailed analysis of the specialized master’s programme in educational leadership at the NHL Stenden University of Applied Sciences, which was opened in 2018, meets the European quality indicators for higher education and is accredited at the national level by the Accreditation Organization of the Netherlands and Flanders (NVAO). The two-year part-time study programme, with a total academic load of 60 ECTS credits, is designed to develop promising and future-oriented educational leadership among students related to their own professional path. It is determined that potential students are current managers in the field of education, educational managers, middle managers of educational institutions. The designers have taken into account the specific interdisciplinarity of educational leadership: thus, the programme involves academic staff from related educational fields, potential employers, students and representatives of the Dutch society, which allowed to structure the curriculum into 4 blocks: the concept and development of leadership, environment (ecological context) and development; educational networks and communication; educational leadership that unites. The role of a unique form of classroom training for the field of educational management – supervision and intervision – is defined. Based on the analysis of the educational programme, the profile of competencies of an educational leader at the NHL Stenden University of Applied Sciences is compiled for the first time.
