Abstract

The struggle of Ukraine against Russian aggression actualizes the issue of modernization of all spheres of social life, which involves the transformation of intelligence into a decisive instance of power. Ontological reliability of intelligence affirms rational thinking and creativity as a determining characteristic of human. System-forming activity of culture of rational thinking is the basis of modern modernization. The process of modernization, notes the author, includes the search for socio-political mechanisms and activities of social entities-interested social groups, formal and informal leaders, as well as the political socialization of a person aimed at expanding its participation in the renewal of Ukraine. The main force that comprehends and embodies the ideas of modernization is the ruling class – the national elite. The mission of the state leader, emphasized in the article, is the consolidation of the national elite. In a stable society, the concept of “national elite” is adequate to the concept of “creators of the state”. According to the concept of “national aristocracy” by V. Lipinsky, notes the author, neither the ethnic mass of people, nor the language nor the individual territory automatically create nations. This is carried out by an active group based on cultural, moral, political values that form a nation, national self-identity. The formation of the Ukrainian national elite is one of the most pressing problems of today. The spiritual and cultural, ideological transformation of society should be carried out by its part, which combines intelligence, spirituality, patriotism, is a model for the public, can lead the people to the final victory over the russian invaders. The national elite led process of national modernization forms a political nation in practice, embodies the national model of civil society. Based on the needs of the present day, according to the author, science and education should develop the basic criteria of the functional role of the modern national elite, which will be able to ensure the movement of society to the social good of both the state and the individual.
