Abstract

The article substantiates that the conditions of the war in Ukraine created serious challenges in the education system of persons with special educational needs. Inclusive resource centers, which specialize in supporting individuals with special needs and other vulnerable groups of citizens, play a critical role in ensuring access to quality education, resources and support, especially during military operations. The study of the work of inclusive resource centers in the conditions of war in Ukraine made it possible to identify the needs of these centers, the challenges they face, as well as to form ways of improving their activities. The purpose of creating such institutions and the tasks they are designed to solve are disclosed. The current status of the network of inclusive resource centers in Ukraine has been clarified. According to the survey, a number of problems in the activity of the IRC were revealed, in particular: inconsistency of the normative legal acts that regulate the activity of the IRC; overloading of the available resources of the IRC, in particular personnel (lack of specialists; the remaining specialists perform the entire sphere of services for the population (sometimes it is one or two specialists); difficulty in performing a comprehensive assessment and accompanying internally displaced children with special educational needs and supporting their parents ( the number of IDPs is much larger than in others, which affects the capacity of IRCs and often requires the expansion of their network); lack of funding (distribution of subsidies and local budgets among IRCs depends on the decisions of the community, so in different communities IRCs have different financial support), etc, that the network of inclusive resource centers continues to develop for the accessibility of the services they provide to children and their families. Innovative services and online resources for the provision of relevant services are analyzed and the need for their improvement is emphasized. The conclusion suggests that the obtained research data can contribute to the development of policies and programs aimed at supporting inclusiveness and social justice in wartime.
