Abstract
The public (state) and private sectors have certain advantages in performing specific tasks compared to each other. The government's contribution to PPPs can take the form of investment capital (available through tax revenues), transfer of assets, other liabilities, or in-kind contributions that support the partnership. The government also provides social responsibility, environmental awareness, local knowledge, and the ability to mobilize political support. It should be borne in mind that the partnership structure should be designed to distribute risks among partners who are best able to manage these risks and, accordingly, minimize costs while maximizing efficiency.
