Abstract

The article provides a structural and systematic analysis of content, forms, methods and means of forming scientific and methodological competence according to the classification of teacher professiograms in postgraduate pedagogical education, especially teachers-experts, conceptualized functions, principles and technologies of their training with the formed competence of establishment and development synergism. Practice of training experts in the field of education in the framework of postgraduate education by institutions of higher professional education and at the level of master’s programs, as well as various non-governmental organizations dealing with quality assessment is analyzed. Abilities, skills, competencies as components of professional- pedagogical and scientific-methodical competence of teachers-experts in the field of education are defined and concretized. Functions, types of activity, roles and components of competence of experts in educational field are determined. It is noted that an expert in the field of education is an employee of postgraduate, higher, professional higher, vocational and technical educational establishments, who, in addition to highly professional teaching, is able to perform activities related to examination in the field of education and is able to: consult heads of educational institutions on the problems of integrating educational issues into the region development strategy; provide consulting support for the processes of educational development and promote their active implementation in a separate educational institution, territorial community or regional system; evaluate and examine educational programs and projects at a high level of competence, research planning and implementation; provide consulting assistance to colleagues-teachers who implement new technologies; assist colleagues in the process of assessment and examination, using their own professional knowledge, skills, abilities, competence. Principles, forms, methodological basic of training and activities of experts in educational field are analyzed, existing organizational problems related to this process are identified.
