Abstract
In the conditions of constantly growing demands for intellectual abilities, when knowledge and qualifications are gaining more and more value, the economic and social stability of Ukraine, the prospects for sustainable development and the well-being of every person directly depend on the quality of solving the problems of the lack of highly intellectual human capital. The issue of the impact of the educational services market on the quality of human capital is becoming extremely relevant. The purpose of the article is to convey to the reader the problem of the work of educational institutions of vocational education in wartime and in post-war reconstruction, not forgetting that there must be development, regardless of anything, and competition exists with countries where there are no hostilities, which must be considered given global rates of development. The plan for the development of the professional education system should consider various problems arising on the territory of our country, their causes and consequences, because it is not only military actions that create problems, although they occupy the lion's share of them. The article shows that in addition to hostilities, there are other problems that existed before the full-scale invasion, and before the start of hostilities in 2014. Describes the work that the state has done to develop vocational education, how it has improved year by year, and how the full-scale invasion has changed plans and how difficult planning is now. It is shown how it is difficult for the employees of vocational education institutions to adapt to the new challenges of the labor market, and to all this are added the military actions and the need to help the victims, as well as the increasing number of victims of the war, among whom are students, teaching staff and other citizens who are connected with education system. The preservation of enterprises is especially important. It is with them that educational institutions should actively cooperate, train new entrepreneurs and managers who will replace those who cannot continue their activities for various reasons. New entrepreneurs will already be ready for the challenges of war and actively participate in post-war reconstruction. It is mentioned how education should constantly support citizens in improving their qualifications, that educational institutions should continuously train adults who need retraining, advanced training, and do not forget about improving the skills and knowledge of teaching staff.
