Abstract

The state's need to increase the number of skilled workers for the economic recovery of all sectors of the economy during the war and post-war periods necessitates a comprehensive solution to the problems of the current state of partnership development in the field of vocational education through project-based activities. The article substantiates the synergistic approach and the principle of responsibility in planning and implementing partnership in the field of vocational education through project-based activities; describes the role of vocational education institutions in achieving the synergistic effect of partnership; positive trends in the development of public-private partnership in the field of vocational education (application of social partnership mechanisms based on agreements and cooperation between vocational education institutions and sectoral and regional councils; implementation of national and regional projects in line with labour market needs) are identified; increase in international projects to expand investment in the development of vocational education; application of strategic management tools for the development of vocational education institutions, taking into account regional socio-economic strategies; increasing the competitiveness and attractiveness of vocational education institutions through the development of their intellectual and resource innovation potential, etc.); difficulties in the development of public-private partnership in the field of vocational education were identified (reduced motivation of partnership participants to work together due to insufficient definition of their legal status and lack of clear mechanisms for regulating relations in force majeure circumstances; limited opportunities for the full implementation of common goals due to low resources; contradictions in terms of understanding the goals of the public-private partnership project due to the imperfect project culture of the actors involved, etc.). The article presents the best practices of partnership development in the field of vocational education, including the results of scientific research implemented on the basis of project activities, and proves the feasibility of synergistic systems of partnership in the field of vocational education on the basis of project activities for the development of human capital and the restoration of the national economy in the war and post-war period.
