Abstract
The article summarizes and outlines the level, specificity and directions of development of the modern general education lyceum and boarding lyceum of Ukraine as a scientific and educational platform for the development of a creatively gifted child, student, teacher, school leader. In the context of martial law, new economic and social relations, reforms, transformations, changes, and the need for post-war reconstruction, revival, restoration, and consolidation of Ukrainian education and culture, the problem of generalizing and comprehending the development of general education lyceums and boarding schools arises. The creative activity of lyceums and boarding schools, regardless of their type, status, structure, subordination, form of ownership, or location, should contribute to resolving the main contradictions between the desires and plans of a creatively gifted person and the requirements of society and the state to ensure the level and minimum standard of education, as well as the criteria and pace of development of a gifted, talented, intelligent, inquisitive child and student, taking into account their motivation, inclinations, capabilities, needs, rights, freedoms, abilities, talents, interests, intellectual, psychological, age, biological and physiological characteristics. Over the thirty years of Ukraine's state sovereignty, lyceums and boarding schools have been experiencing the fifth stage of their formation and establishment. The development of general education lyceums and boarding lyceums in Ukraine is the result of creative searches of scientists, educators, and teaching staff based on the analysis and meaningful use of national and foreign historical experience, and the practice of schools with in-depth study of a number of subjects, specialized schools, hub educational institutions, capable schools, solving problems of differentiated and individualized education, as well as the activities of gymnasiums, gymnasiums, boarding schools, colleges, lyceums, lyceums and boarding schools. The stability and pace of development of lyceums and boarding schools are affected not only by the brutal realities of war, pandemics, and epidemics, but also by the transformational socio-economic and political processes of decentralization, territorial and administrative reform, deregulation, and the conditions and patterns of activity of territorial communities (associations), districts, and regions, taking into account the new territorial structure of modern Ukraine. This problem is particularly relevant in the context of decentralization, changes in the territorial structure and deregulation. Decentralization is seen as a legally enshrined transfer to the local level, including the level of lyceums and boarding schools, of relevant rights, powers, freedoms, and obligations transferred by the state and supported by funds, personnel, textbooks, methodological guides, task books, resources, and responsibilities. Rapid processes of European integration also encourage scientists and pedagogical staff of lyceums and boarding lyceums to conduct active research and practical development to define the concept, strategies, doctrines, content and standard of education, common vectors and planes of school development and to coordinate the ratio of compliance of domestic, national and European policies for the further development of complete general secondary education. Lyceums and boarding lyceums have a wider range and opportunities for research and creativity in determining the content and standard of education, organizing the educational process at all educational levels, ways and opportunities for children and students to obtain quality scientific knowledge in the context of increased responsibility for decisions and results.The emphasis is shifting to the real development of each participant in the educational process in accordance with the individual educational tract of hard, intensive study and righteous, sincere, charitable work. It is this state-democratic approach that is the focus of Ukraine's scientific and educational legislation and regulations in terms of updating, creating, establishing and implementing the activities of modern lyceums and boarding schools. From a spiritual, moral, legal, political, social, economic, informational and legal point of view, the legislative requirements regarding the place, importance and role of lyceums and boarding schools in the state and social life of the country are based on the Constitution of Ukraine, legislation, regulations, programs, doctrines, strategies, concepts, plans for the development of the scientific and educational sphere and each specific educational institution in particular. This work examines the main directions of development of general education lyceums and boarding lyceums as scientific and educational platforms for the development of a creatively gifted child, pupil, teacher, school leader, areas of training teachers, educators, social workers, psychologists to work with capable, gifted, talented children and pupils, as well as the need for training, internships, cultivation, and professional development of pedagogical staff in the system of higher and postgraduate pedagogical education on the basis of updating didactically.
