Abstract

Modern socio-political processes are studied. The factors that influenced the social mobilization of the Ukrainian people during the full-scale military invasion of the Russian Federation in Ukraine are highlighted. It is shown that despite some contradictions in the development of socio-political processes in recent decades, an effective civil society has been formed in Ukraine, and in the face of existential threats, it is capable of mobilization and unity. Its main characteristics are self-organization, collective focus on achieving a common goal, awareness of the value of the state, its sovereignty, territorial integrity and readiness to defend them. It is proved that under the current conditions, an important area of social consolidation and public opinion formation is the implementation of measures aimed at increasing the level of public trust in the authorities at all levels. One of the important areas of this work should be a timely and adequate response to public demands and legal requirements to manifestations of dishonesty of civil servants, unprofessionalism, and corruption. The author emphasizes the need to expand the capabilities of e-democracy tools and use its communication potential, in particular, in establishing a dialogic form of interaction with the public. The author emphasizes the necessity and expediency of improving e-democracy tools, implementing measures aimed at identifying dominant trends through the organization of sectoral surveys and surveys of residents of territorial communities on current issues and agreeing on the best ways to solve them. It is shown that in order to strengthen the consolidation and mobilization potential of society, it is extremely important to intensify efforts aimed at shaping public opinion. The leading role in this belongs to the state and those institutions that ensure its information policy. It was emphasized that special attention should be paid to legislative regulation of issues related to the reintegration of the temporarily occupied territories and Ukrainian citizens who have been under occupation for a long time. Obviously, the work on draft legal acts will require the combined efforts of specialists and a lot of time. Therefore, it is already worthwhile to create working groups consisting of MPs of Ukraine, experts in constitutional, international, criminal law, etc. to develop drafts of relevant legal acts. It is also advisable to consider the creation of a special judicial chamber to hear cases related to manifestations of collaborationism and separatism, as well as cases related to compensation for material and moral losses suffered by citizens during the Russian-Ukrainian war. It is proved that an important area of work to preserve social unity and the moral and psychological climate is the socio-psychological rehabilitation of participants in the Russian-Ukrainian war and those who suffered from its consequences. It is emphasized that recent events have shown the importance of increasing the weight and significance of historical knowledge, political competence, the ability to think critically and consciously, and the development of skills of political and civic participation for the formation of a personality.
