Abstract
The scientific report outlines a key approach to understanding the role of education, in particular civic education, at the current stage of social development as a factor in ensuring national security. The analysis of the competence potential of the civic and historical educational field led to the conclusion that civic education should be a mandatory component of the content of specialized secondary education. As a result of the study, different approaches to the organization of civic education in European countries were identified. The analysis of foreign experience made it possible to establish that civic education is designed to ensure the formation of civic competence and is a mandatory component of the content of upper secondary professional education, in turn, an important component of the content of civic education is legal knowledge and values. It is found that the European model of civic education is focused on the acquisition by students of a set of knowledge about the structure of society and the state, the place and role of civic institutions in it and citizens themselves as active, involved participants in democratic processes at various levels. Based on foreign experience, two options for implementing civic education in upper secondary specialized schools in Ukraine are proposed: a separate integrated course «Civic Education»; integration of relevant content into other subjects/courses like history etc.
