Abstract

The thesis examines the process of formation and transformation of higher education, which began in the Soviet period and is still manifested in all spheres of life in Ukrainian society and at the state level in Ukraine. The directions for improving the implementation of state policy in the field of higher education are analyzed based on both international and national experience. Attention is focused on the need to take into account both the economic course and social development, and the level of readiness of Ukrainian society for specific changes, and time limits for the creation of new regulators in the context of the transformation of state policy in the field of higher education.
