Abstract
The article reveals the conceptual aspects of the formation and transformation of the state policy of ensuring the quality of higher education in Ukraine. The general foundations of the formation of the state policy of ensuring the quality of higher education in Ukraine have been studied. The historical aspect of the transformation of the state policy of ensuring the quality of higher education in Ukraine is analyzed. Areas of improvement in the formation and implementation of state policy in the field of quality assurance of higher education are highlighted. The main problems of the functioning of state policy in the sphere of ensuring the quality of higher education in Ukraine are identified, among which are: increasing the competitiveness of higher education institutions in the global space of educational services; observance of evaluation transparency; uniqueness of works; protection of intellectual property; creation of a system of anticipatory education. The activities of the institutions of state power, which implemented the state policy in the field of ensuring the quality of higher education, are characterized. Based on the analysis of the legal quality assurance of higher education, it is indicated that there is currently a significant list of bills that should be taken into account when forming a new state policy of quality assurance of higher education in Ukraine, because currently, modern social relations in the field of quality assurance of higher education require a wider range of opportunities implementation of mechanisms to increase such quality, for example, approval of standards of higher education in the relevant specialty. It was determined that the ways to improve the quality of higher education in Ukraine are: procedures that should be qualitatively different in their accessibility to society; autonomy of higher education institutions; the use of internationalization as a tool for ensuring the quality of education; students' interest in active participation in decision-making in the field of quality assurance of higher education in the context of the internationally recognized system of values and national practice of higher education.
