Abstract
The article defines the theoretical and methodological aspects of state-public administration as a democratic model of management of general secondary education institutions in modern conditions, which is especially important in the conditions of war, martial law and preparation for the post-war recovery of Ukraine and education. In particular, two fundamental methodological approaches are substantiated in the article such as human-centered and systemic. It is stated that the methodology of the state-community as a democratic model of the management of general secondary education institutions has features as a philosophic, legal and pedagogical category and their content is revealed. Basic principles based on research results are outlined. It is proved that the modern state and public management of a general secondary education institution is a complex, dynamic category, which involves the use of a complex of research measures that form the appropriate categorical apparatus. This process is quite diverse in its organizational, accompanying, control forms, content, modelling, implementation methods and means of construction. It is concluded that state-public administration as a democratic model of management of a general secondary education institution is a system that focuses on the processes of co-organization and improvement, joint determination of the set of internal and external relationships, interconnection and development, the role of the environment in these processes, when it needs regulation the contradictory ratio of positive and negative activities of partners, their equal influence in state and public administration, observance of the principles of democracy, humanism in the organization of self-government and co-management in the management of an education institution, the product of which should be the coordinated innovative development of the system and subsystems, the social order in general and law and order, in particular, the activity and competence of all subjects.
