Abstract

The fundamental criterion of economic development is increasingly becoming an understanding of human and intellectual resources from the standpoint of their enduring value. The practice of organizations shows a serious strategic shift in the management approaches of most successful organizations towards increased attention to the human, primarily professional and cultural component of their activities. And this requires a comprehensive review of the human resources management system. In this case, the most important aspect of the analysis is the HR policy of the organization. HR policy is the main focus of work with personnel and is a strategic line of behavior in dealing with employees. Another aspect of the HR policy is special measures to ensure that employees are involved in the organization's affairs: participation in the development of the organization's immediate plans and/or providing them with the necessary information about decisions made by the management. In order to develop an HR policy, it is necessary to analyze the existing system of planned personnel development indicators, determine their compliance with the system of social and economic laws and the changing conditions of production and society, and outline ways to optimize them. Today, HR policy is a powerful tool for developing an organization and ensuring its competitiveness. The HR policy forms a certain basis for the formation of a system of work with people in the organization and is the starting point for making specific decisions regarding employees. The organization's HR policy is the basis of the HR management process in the organization. The organization recruits staff, creates conditions for faster adaptation of new employees, pays them salaries and evaluates their work achievements, while focusing on specific principles or rules. Any organization, regardless of whether these rules are formalized or not, has an HR policy. The concept of "HR policy of an organization", in a broad sense, is considered as a system of rules and regulations in the field of human resources, which should be understood and formulated in a certain way, bringing human resources in line with the organization's strategy. In a narrow sense, HR policy is considered as a set of specific rules, wishes and restrictions in the relationship between employees and the organization.
