The main levels of pedagogical competence possessed by a educator of vocational colleges and a educator of Higher Education Institutions (universities, academies) are highlighted. It was emphasized that an edicator with professional competence in the conditions of a pandemic and war has flexibility when solving methodological and organizational problems, this helps to cooperate with colleagues at work. Thanks to the knowledge of the relevant subjects, skills and abilities, the teacher uses the analytical competence of the educator. The level of professional competence of an educator in war conditions can be increased with the help of information technologies both remotely and by attending pedagogical courses. Thanks to the reform of education, the requirements for the professional competencies of educators are increasing. However, the professional competence of an educator depends on his personal characteristics, where the main levels of competence are training and experience. The main level of educator development is self-development of a professional and improvement of his competence in the conditions of war with the help of distance learning through information technologies. The second level is the development of creative imagination for understanding new material and creative explanation of theoretical material to students.
