Abstract
The article introduces for the first time the concept of «dynamic security» in an educational institutions and establishes a strong correlation between this concept and the concept of «restorative program» (restorative practices). Key programs of restorative justice such as mediation, conferences (including family group meetings) and circles of justice (circles of values or justice circles) are listed. It was analysed the historical and cultural aspects of restorative practices, features of the development of restorative justice in different countries. During the research it was found, that since 2008 restorative justice programs have been studied by a number of Ukrainian scientists and practitioners, such as: V. Zemlyanska, N. Prokopenko, N. Krestovska, O. Horova, R. Koval and others. There is a high positive correlation between the presence of the School Service of Understanding and the number of conflicts or other negative phenomena in the educational institution. Emphasis is placed on the role and importance of practical psychologists in the development of «School Services of Understanding» and «Peace School» as key specialists. Scientific substantiation and practical development of tools for implementation of dynamic security standards in educational institutions have been initiated. It is determined that in contrast to static (architectural) security, dynamic security is a procedural phenomenon and involves the organization of certain educational and monitoring activities with the involvement of pupils, teachers and parents. In connection with the hostilities, emphasis was placed on the importance of developing and implementing norms, standards and new technologies to ensure both static and dynamic security in educational institutions of Ukraine. The concept of dynamic security is defined as a set of a certain type of thinking, internal culture, features of interaction and relationships, as well as ethical norms in a particular institution. A link has been established between the level of dynamic security and the human factor, which determines the direction of further research and development of training programs. Given the current situation in Ukraine related to the military conflict, the security of educational institutions has been identified as a priority, which encourages the continuation of research and development of practical tools and instruments for the implementation of dynamic security standards.
