Abstract

The adoption of a new system of public relations, the entry of Ukraine into the world of educational and scientific space put on the agenda a complex of socio-pedagogical problems that require new approaches and decisions, operational expert assessment, scientific and methodological support at the level of modern requirements. The development of a democratic Ukrainian state involves strengthening of the role of pedagogical and psychological sciences in shaping a citizen of a new society, establishing education as a real social value. This also concerns the education of people with special needs. The article deals with the democratic principles of the development of the education of people with special needs in Ukraine. It is noted that all positive changes take place on the basis of the social model of the development of such persons, and inclusion is the constitutional and humane form of their education. Focusing on the progress in the identified industry of the most developed countries of the world, Ukraine has widespread introduction of an inclusive form of education on the basis of domestic scientific-theoretical, conceptual development and educational and methodological support. The importance of the role of inclusion is pointed out as a philosophy and as a form of education for people with special needs for the development and humanization of civil society, the establishment of understanding and interconnections with the leading countries of the world. The article also specifies the range of scientific and practical results achieved regarding the effective functioning and development of inclusive forms of education and outlines prospects for further work in this direction. Finally, special attention is paid to the personality-competent direction of inclusive education, which, taking into account the command-line approach, the observance of all organizational and methodological conditions, is crucial.
