Abstract

European countries have begun to widely introduce public-private partnerships (PPPs) in key sectors, including education. PPPs as a phenomenon involve agreements between the government and private entities to provide services. Although private financing seems to be the most effective way to reduce public spending, it should be remembered that if the project fails, the government will be fully responsible.
