Abstract
An urgent issue of modern education in Ukraine is the search for ways to train pedagogical workers who are able to educate and teach in the conditions of social turbulence of martial law. The relative stability of the educational sector revealed as a result of the research gives grounds for the hypothesis of its leading role in calming the turbulent effects of martial law on the labor markets of all other types of economic activity in Ukraine. It is argued that with the PPP introduction in the vocational education system, prerequisites are created for calming the turbulence of the Ukraine labor market.
