Abstract
The article summarizes and outlines the legislative requirements and regulations regarding the participation of public (public) organizations in the state-public management of institutions of general secondary education on the basis of partnership interaction. Pupils are a driving force that occupies a central place in the development of general secondary education institutions, the local environment, social society, and a democratic state. Therefore, it is necessary to involve it as actively as possible in the activities of the school's self-governing bodies, participation in the work of centers, units of scientific and educational, cultural, sports and health, social (public) organizations In order for the education of student youth to take place in accordance with democratic social processes, it is expedient, on the basis of current legislation, to really ensure the effectiveness of the leading role of children and students - our future, as in general secondary education institutions in particular, as well as in a democratic society as a whole, taking into account their life principles and priorities, which are the basis for the formation of classical orthodox spiritual and moral values, the direction and content of sustainability, life activities, life creativity of a young person - a creative gifted individual, mastering the skills of managerial activity, participation in public life and determining one's place and role in the construction and development of the democratic state of Ukraine. In the directions of acquiring scientific knowledge, strengthening the national-patriotic education of school youth, the heads of general secondary education institutions, pedagogical it is expedient for employees to more actively involve youth centers institutes of social society of the relevant direction, the Small Academy of Sciences of Ukraine to implement on-site specific activities interesting for children and students; significantly increase the participation of children and students in the planning and implementation of such events; to promote the participation of children and students in local, district, regional, all-Ukrainian competitions, contests, Olympiads, training seminars. This is the state-democratic approach that the legislation is oriented towards of Ukraine in terms of the participation of public (public) organizations in the state-public management of institutions of general secondary education on the basis of partnership interaction. From a political, social, economic and legal point of view, the legislative requirements regarding the participation of public (public) organizations in the state-public management of institutions of general secondary education on the basis of partnership interaction are based on the Constitution of Ukraine, legislation and normative legal acts. This problem is especially relevant in the conditions of decentralization, territorial-administrative reform and deregulation. Decentralization is considered as a legally established transfer to the local level, including to the level of public institutions secondary education of the relevant rights, powers, freedoms, obligations transferred by the state and supported by funds, personnel, resources and responsibility. The participation of children and students in the state-public management of institutions of general secondary education, local community, district, region, state is a global idea of a democratic state, which must be supported by appropriate guaranteed funding so that children and students can develop on places - where they were born, where they live, where they want to live, that is, in the corresponding natural, spiritual, social, cultural, ethnic, economic, information environment. The proposed work examines the level, systematicity, comprehensiveness and focus of legislative requirements regarding the participation of public (public) organizations in the state-public controlrun by institutions of general secondary education on the basis of partnership in the context of norms, provisions of the Constitution of Ukraine, laws of Ukraine, "On the basic principles of youth policy", "On public associations", "On recognition of the stratum movement and features of state support of the stratum, scout movement" , "On trade unions, their rights and guarantees of activity", "On social dialogue in Ukraine", "On collective agreements and agreements", "Convention on the rights of the child", "Revised European Charter on the participation of youth in local and regional life", which supplement and correlate with the laws of Ukraine "On education" and "On comprehensive general secondary education".
