Abstract
The basis of the capacity of public authorities is the relevant information and analytical support to public institutions, which implies a clearly defined range of appropriate competencies. They depend on the subject area of the following provision and are important for successful professional activity. A group of competencies for informational and analytical provision to public administration for regional development has not been defined yet by scientists. That's why the article substantiates the necessity of definition such special basic competencies, which are proposed to compile in accordance with descriptors of the National Qualifications Framework (knowledge; skills; communication; responsibility and autonomy) and to divide them on basic and additional. Complicated and dynamic process of public administration of regional development requires a system for forming a flexible combination of knowledge, skills, values and other personal qualities, which will determine their ability to successfully conduct professional activities in the civil service, service in local self government authorities, and other institutions operating within regional governance. Authors demonstrate the expediency of educational programs under the doctor of philosophy degree in the direction of information and analytical support to public administration for regional development. Special disciplines for Master of public administration programs are also reasonable, in particular selective disciplines. Their formation should be carried out taking into account the peculiarities of public authorities' activities, in which problems are most likely to occur. The proposed competencies will be useful to be included to professional training certificate programs and other education events for civil servants and public actors. Moreover, the article determines competence to be formed within the framework of achieving the State Strategy for Regional Development in 2021—2027 to build a system of information and analytical support and development of managerial skills in decision making based on objective data and spatial planning.
