Abstract
The article emphasizes the issues of educational management, which is a young industry. The author points out that most modern leaders with work experience are teachers who have shown leadership qualities, organizational skills. But their decision-making, the implementation of educational management took place in accordance with the instructions of education authorities. Such a system of governance, where education leaders could not make decisions, influence them, was often ineffective, and new management methods, in particular, the introduction of self-government (student, pedagogical, parental) did not receive support. The article reveals the phenomenon of the culture of autonomy of the individual, reflects on its opposite counterculture of heteronomization. The author emphasizes the need for reforms related to change of government in a democratic country. The author reveals the need to introduce a movement for autonomy, which should change decision-making processes at different levels - national, regional, local and so on. It is proved that the culture of personal autonomy in out of-school education institutions can be revealed through the activity of self-government bodies (student, parent, pedagogical, etc.). On the example of ecological-naturalistic direction the author shows how the representatives of student self-government bodies can analyze the educational process for further implementation of the best educational practices
