Abstract
In the course of the research, it was determined that the strategic tasks of the reforming education management are the modernization of the existing management system and the transition to the state-public form of decentralized management based on the principles of people-centered trust. The essence of such concepts as “modeling” and “model” has been revealed, theoretically based conceptual model of multi-vector people-centered development of the educational institution as a socio-cultural ternary system “child -school – community” based on trust foundations of human-centrism and as a complex mega-system has been presented. It is emphasized that during the construction of the conceptual model and sub-models in this research, we were guided by the level system of methodological knowledge, various methodologies of the system approach - hard and soft, - synergy, the philosophy of information civilization, etc., as well as theories that consider the formation of people-centered societies, which are represented by various scientific schools of management. Theoretically grounded conceptual model of multi-vector people-centered development of the educational institution and vectors of innovative development of the school have been presented: “School of trust formation” – “School of public trust” – “School of culture of trust”. The “School of trust formation” is considered as a resource for the own development of the school, in which student, pedagogical and parental teams begin to study and build a trusting subject-subject interaction in various types of activities on the basis of the concept of child (human) centrism, human and symbolic capital “trust/mistrust”, implement step by step the program “Lessons of trust in the modern school”, projects, activities. During the modeling and practical implementation of the conceptual model, the key ideas in the context of decentralization and united territorial communities were identified and implemented in the activities of the educational institutions. These are the ideas of freedom and personal responsibility, peace and tolerance; social justice and equal access to quality education; implementation of full-fledged organizational, academic and financial autonomy; self-governance in institutions with the focus on personality development, improving the quality of processes and results of the subjects’ activities, efficiency of processes; equality and compliance with the main principles of successful activity – trust, social guarantees, social justice.
