Abstract
The study aims to analyze the formation and development of the content of inclusive values, on the basis of which the educational process of higher education institutions of Ukraine is built. The conceptual and categorical apparatus of the problem is clarified. The achievements and current problems of ensuring equal access to quality higher education for citizens of Ukraine are revealed. The main directions of organizational activities of the structural units of higher education institutions and their essence in terms of supporting higher education students with disabilities are characterized. The innovative experience of creating an inclusive educational environment in one of the higher education institutions of the Slovak Republic is highlighted. It is emphasized that obtaining higher education by persons with disabilities is a significant step in their successful rehabilitation and is one of the important social conditions for achieving their main goal - successful socialization into public life. This requires targeted and systematic activities of higher education institutions.
