Abstract
The article substantiates the relevance of research on the development of general secondary education, the formation of the content of advanced training of managers (directors) of general secondary education institutions in the context of the introduction of a competency‐ based approach in education based on human‐centeredness. The views of modern scientists regarding the essential characteristics of the new concepts of "soft skills" and "hard skills" in the Ukrainian scientific space in the context of the development of various industries in accordance with the demands of the labor market, as well as the use of these concepts in relation to the concepts "competence", "skill/skill", "knowledge", "continuing professional development", "postgraduate education", "advancement", "professional standard". The essence of soft skills is described as "soft", flexible, universal, end‐to‐end super‐professional skills, and hard skills – professional skills, the mastery of which is measured and recorded in education documents. The issue of the introduction of the professional standard of the head (director) of the general secondary education institution (2021) as approved in the established order as requirements for his competences is highlighted. The list of five general competencies and the necessary 14 competencies of the director (head) of a general secondary education institution in accordance with his 5 labor functions defined in the standard is outlined, conclusions are made regarding soft skills to determine the content of upgrading the qualifications of these managers. The article reveals the author's point of view on the formation of the content and forms of professional development of general secondary education managers at the current stage of reform in accordance with the approved program of activities of the "New Ukrainian School" Concept, approved legal acts regarding professional standards, their certification and institutional audit of general secondary education institutions. The need to study and take into account in the content of professional development programs global and domestic trends in the development of education regarding the compliance of specialist skills (hard skills, soft skills) with the demands of the labor market and recipients of educational services in the post‐graduate education system, the measures of the Department of Education Management and the right to resolve these tasks.
