Abstract
The article deals with the problem of identity development in residents of a united territorial community. The author considers the identity of citizens of a united territorial community as one of the forms of local identity. Thus, both residency on the common territory and the solution to different problems in running common household are central in its formation. It was noted that decentralization reform and the creation of united territorial communities have significant positive impact on running common household and hence, the welfare of its representatives. However, as with any social process, the formation of new communities faces various problems, especially if ignoring the will expression of local citizens and their belonging to specific communities. It was found that negative aspects affecting the implementation of decentralization reform can include identity uncertainty when existing social institutions fail to meet modern and potential challenges and thus lose identity attractiveness. That uncertainty either leads to identity transformation or loss. There is another aspect when a community cannot choose development ways due to state institutions’ policy of external coercion. Identity can be saved, but its carriers will suffer from their inferiority compared to a community with higher social status. Consequently, this can lead to the formation of a negative identity or its quitting. Both situations generate a threat to identity, particularly to those who are in the minority. It was stated that decentralization reform can partially free from some problems of forming a negative identity and crisis identity of those who belong to national minorities if communities are unified given the agreement of citizens sharing the common territory.
