Abstract
The methodical recommendations present the modern theory of tests and the features of its application for assessment of student learning outcomes. The technology of competence assessment is substantiated achievements of vocational pre-higher education graduates. The organizational and technological aspects are characterized pedagogical testing. Examples of designing valid tests for evaluating learning outcomes are presented students. For teaching staff of institutions of professional and vocational higher education, scientists, developers of state policy in the field of education, specialists of the postgraduate pedagogical education system, managers, employers, students of education.
