Abstract

The sustainable, stable development of public institutions is successful secondary education is possible if its foundation is the Law - which includes a combination of a wide range of spiritual (natural), natural and legal laws. It is their knowledge, understanding, awareness and application that make it possible to consider the development of general secondary education institutions as an evolutionary process of transformations, modernizations, reforms, improvements, changes which result in a wide-ranging and universal provision of free access for children and students to the realization of the Constitutional right to scientific, high-quality, clear, thorough, comprehensive and balanced education, thorough knowledge, broad outlook, stable beliefs, harmonious perfection.
