Abstract

Emergency situations are growing in scale and become yet more dangerous for the population, environment and sustainable economy. Due to emergency situations a large number of people get killed every year, while liquidation of their consequences requires substantial investments, thus, causing large‐scale material losses both to the country economy and its citizens. Modern sources of danger create new requirements to the advanced vocational training of Managers and specialists whose activity is connected with arrangement and implementing of civil security measures. Advanced vocational training is supposed to get the Managers ready for implementing complicated functions in the field of civil security and envisages new theoretic and special technical knowledge, along with relative upskilling. Society needs highly‐qualified managers capable to ensure civil security progress, to develop and implement organizational and technical measures for safe activities of daily living. The article, based on logic analysis, describes the peculiarities of advanced vocational training for heads of authorities' structural divisions in the field of civil security in modern conditions, includes well‐substantiated propositions as regards improvements to be introduced into the advanced vocational training process. The research allows to reach the following conclusion: improvements in advanced vocational training for the indicated category of managers working in the field of civil security are to be implemented as a natural blend of various forms, methods and contents depending on the capacities and needs; rational upbuilding of universal educational design in the high education establishments, civil protection establishments. In modern conditions advanced vocational training system for heads of authorities' structural divisions in the field of civil security shall continuously improve and get adapted to the changes, taking into account already available achievements in the field.
