Abstract
The paper proves that in modern conditions the training of civil security specialists becomes an important precondition of ensuring security for people, society and the state in all the spheres of life, while higher education institutions and educational establishments that ensure their training represent one of the main links in ongoing education. The paper identifies main features of civil security specialists' advanced training, seamlessly related to their professional activities and aimed at improving the knowledge and skills needed to perform professional tasks, as follows: networks of educational institutions and establishments (public or private), which are meant to provide training for professionals involved in the field of civil protection; the peculiarities of training related to the specialists' activities in emergency conditions; application of various forms of professional development and the need to specify and expand them for different categories of specialists (with the distance training prevailing); place of study (at the location of the subject of advanced training and/or at the location of the educational institution); heterogeneity of specialists at enterprises (institutions, organizations) in different business sectors, who exercise a great diversity of powers and functional responsibilities while addressing civil security issues; designing the educational process based on the psychological patterns of an adult person development. The paper sets forth the results of the study of professional development of civil security specialists in higher education institutions and educational establishments that carry out their training, as well as describes the features inherent in this process. Objective and subjective factors in the training of civil security specialists in higher education institutions and educational establishments have been identified. The paper substantiates the idea that the further development of advanced training systems for civil security specialists requires the development of fundamentally new approaches to its improvement.
