Abstract

The paper notes that safe life and activities are ensured by civil security specialists whose efficiency depends on their professional competence. For these professionals, the ability to proceed with their own professional development and to find solutions to socially and professionally significant problems of public security is getting always more important. In order to understand the essence of the processes of civil security specialists' professional development, the most common definitions are set forth herein. The conceptual bases of definitions system formation to be applied in advanced training of civil security specialists are substantiated. The main emphasis is made on the analysis of basic, most common, general theoretical concepts, such as: “civil security specialist”, “professional competence of a civil security specialist”. According to the research, the definition of “a civil security specialist” implies a person who has knowledge, skills and abilities in civil security, who is able to update them in a timely manner and use them for the measures aimed to protect people and territories from natural and man-made threats. The problem of professional competence of a civil security specialist, in general, is considered as an important factor of the individual's ability to perform work successfully, applying a set of knowledge, skills, abilities and practical experience within his professional/specialized activity to protect human life and health, territories and environment trying to ensure the prevention and elimination of emergencies of various nature. Scientifically substantiated definitions' system presented in the current research allows to address the content, purpose and tasks of the chosen problematic area, to reveal contradictions in the opinions of different scientists, which, in its turn, creates a wide field for application of general scientific cognitive measures for the problem examination.
