Abstract

The analysis of issues of functioning of training system of the population how to act in the event of threats and emergency situations in Poland organized on the principles of decentralization of authority powers was made in this article. The Investigated general provisions and legal foundations will contribute its successful implementation in domestic experience of training for all sectors of the population how to act in conditions of technogenic and natural emergency situations.
