Abstract
The article reviews the historic continuity of the local systems of counter aircraft defense and civil security functioning in Ukraine. Analysis of the past experience, facts and events as regards emergence and development of methods and means for protection of the population and territories against natural and anthropogenic threats demonstrate the conditions and possibilities for advanced professional training of managers, state specialists and business entities that carry out activities in the field of civil protection. Within the context of scientifically unified integration of separate historic and theoretic facts concerning arrangements for training of managers and specialists, preconditioned by the peculiarities of the civil protection development, the author suggest a personal vision of the process, unity of contents and the structure of their qualification improvement. Analysis of pedagogic researches undertaken in the past as regards periodization of the advanced professional training system development for managers and civil security specialists in Ukraine was undertaken and subsequently the author gives a personal vision of this process in the context of scientific unbiassed interpretation of some historic dates of the state’s activity aimed at the protection of population and the territory from emergencies of various character. The author applies the comparative method for analysis of archive documents, training and methodologic materials, as well as the methodic principle of unity of historical and logic, abstract and specific facts.
