Abstract
The article focuses on determining the professional competence of civil security specialists as an important component of their professional training. An analysis of the content of the concept of "professional competence" in the scientific works of researchers in the field of civil security was carried out, thanks to which certain characteristic notes were highlighted, which form the basis of the professional competence of civil security specialists. The author's definition of the professional competence of civil security specialists is presented as general erudition and perfect knowledge of the matter, which is due to lifelong learning, as well as experience and individual abilities, values, motives for work and self-improvement, understanding oneself in the environment and the environment around oneself, which allows solving problems specific to the field of civil security. The structural components of the professional competence of civil security specialists have been identified and analyzed, among which the cognitive, activity, personal and value components of their professional activity are important for the subject of our research. The frequency of use by civil security specialists of the main parameters of the components of professional competence was determined. The obtained results necessitated the development of an invariant model of the professional competence of civil security specialists, based on hyper-complex dynamic systems as a phenomenon, while preserving the properties of its integrity and polyfunctionality. The author characterized the model of professional competence of civil security specialists as an object of high level of complexity due to the fact that their professional career is multifaceted and there are quite a few specializations, the professional success of which is determined by the competitiveness of an individual specialist. The model presented in the article reflects individual personality traits of specialists, which are of great importance in the field of civil security, as well as individual goals in improving qualifications, which is especially important in the context of their professional activities.
