Abstract

The features of the interaction of local authorities in system emergency using a single phone number 112, created by the European experience, based on the legal and organizational forms are examined in this article. A structural and logical model of interaction between state and municipal emergency in 112 system was proposed. It is emphasized that 112 system doesn’t replace the emergency call service, doesn’t combines them into a single service, but makes a comprehensive and effective and capable mechanism of its interaction. It is emphasized the need to improve financial, organizational, managerial, technical mechanisms of the implementation of 112 system to ensure the effective operation of the system 112.
