Abstract
National scientific and practical developments are based on modern international approaches to the education of children with special educational needs (SEN), in particular with hearing impairments, such as: early identification of developmental problems and early comprehensive assistance (implementation of the early intervention system); a change in approaches to determining the services a child needs, in particular, a refusal to rely on categories of violations, instead, first of all, taking into account the individual characteristics of development, the needs of each child and his potential/"strengths"; flexibility of content and individualization of the learning and rehabilitation process; variability of forms of education organization and methodical approaches to learning; orienting specialists to providing family assistance, broad involvement of parents in working with children, and increasing parents' responsibility for the rehabilitation and education of their children; organization of an interdisciplinary team approach and provision of integrated services, etc.
