Abstract
Raising public expectations about the quality of higher education, the integration of domestic higher education institutions into the European Higher Education Area increase the relevance of theoretical, methodological and practical aspects of teacher evaluation. The article considers the issue of evaluating the activities of teachers as a process and result of measuring its ability to carry out at the appropriate level of educational, methodological, scientific (scientific and technical artistic) and organizational activities; the results of the analysis of scientific works, normative documents and practice of higher education institutions concerning the evaluation of professional activity of teachers are covered. The results of the analysis are grouped into categories of general, special, individual and considered in comparison with domestic and foreign experience. It is proved that the evaluation of scientific and pedagogical workers is a priority component of internal quality assurance of higher education: it concerns not only professional achievements at the personal level, but also indicates their impact on the training of competent higher education in their chosen field; affects the place of the university in different types of ratings; forms the image of the institution. The essence and comparison of personal, student, expert ratings of professional activity of the teacher are revealed. Suggestions for ways to modernize the evaluation of teachers based on positive domestic and foreign experience in assessing the professional achievements of teachers. Evaluation of teachers’ activity is a dynamic process with its inherent changes and additions to the criteria and indicators, the choice of indicators. Favorable for the proper institutional support of teacher evaluation is the study and dissemination of experience of high-ranking domestic and foreign universities on this issue, especially with peer review, the creation of interuniversity rating platforms and more.
