Abstract

In the article analysed the procedures and criteria for selecting candidates for positions at administrative personnel of universities in Ukraine and the Netherlands. It was found that in Ukraine and the Netherlands the selection of candidates for positions at administrative personnel of university of higher level is carried out using a competitive selection mechanism (a special form of selection of applicants whose professional qualifications meet the requirements set for the relevant regulations and conditions of the competition), consisting of stages: announcement of the competition and acceptance of documents from applicants for the position; preparation of elections / selection; conducting elections / selection; appointment to a position with the signing of a contract (employment agreement). Detected differences in the process of selection of administrative personnel of university of higher level: in the use of candidate selection criteria (application in Ukraine of formal criteria in the selection of candidates, lack of criteria for determining the level of competence of the candidate, his professional and moral and ethical qualities; use of «job profiles» in the universities of the Netherlands, which contain functional responsibilities, qualification or competence requirements of the applicant, and the main criteria for selecting candidates are their authority both in academic and non-academic environment, level of competence, professional and moral and ethical qualities); in taking appointment (in Ukraine, the founder of the university appoints the rector, and the rector appoints the vice-rectors of the university; in the Netherlands, the supervisory board of the university appoints all members of the executive board). Proposed to improve the process of selection of candidates for administrative personnel of university of higher level in Ukraine: develop job profiles (with an exhaustive list of criteria for determining the competence of the applicant; questions to determine the level of competence and personal qualities of candidates); introduce the practice of submitting portfolios by applicants for positions (with information on training, enhancement of competence, professional experience and achievements, etc.) for prior review.
