Abstract
Based on the analysis of state, sectoral and regulatory documents on school education (1991-2016), it is proved that for the secondary education of sovereign Ukraine to this day (since 1992) the state educational and political strategy for the development of national Ukrainian education remains permanent, which due to the temporary duration of a complex nation-creating process, which, in turn, also depends on the direction of the content of education (primarily secondary, since it collectively covers about a third of the population of Ukraine); (b) that changes in strategic goals in the development of education are the result of changes in the political course of the state, and the internal struggle for power in the country entails not always motivated changes in the leadership of the Ministry of Education and Science of Ukraine and, accordingly, in its activities. It is shown that this does not contribute to the observance of a balanced sequence in the implementation of reforms, politicizes educational transformations, and sometimes hinders the development of education.
