Abstract
Not all peoples of Ukraine have access to native language education, therefore the native literature is not used as a tool of public education. In Ukraine, the Turkish-speaking Urums of the Azov region are among the educationally illegitimate speakers of languages and literatures. Urum language belongs to a number of endangered languages, is in a situation of language shift, can not be the subject of study within the curriculum. Urums are not recognized as the indigenous people of Ukraine. Nevertheless the literature in the Urum language is being revived. Valery Ivanovich Kior is considered to be the founder of Urum literature. In his person, the Urums received both the first national poet and the founder of Urum literature. The institutionalization of new literature, Urum language and education should give the people a new status, make them full members of the world civilization community.
